Greetings Mayor Bob Chiarelli & Ottawa Councillors:

In emails dated November 30th, 2000, January 30th, 2001, March 30th, 2001, May 30th, 2001 and July 3oth, 2001 I forwarded emails to you requesting you to read "A Proposal To Limit Tax Increases While Improving Current Levels Of Municipal Government Services" www.cyberclass.net/chiarelli.htm and follow up with a meeting to discuss how the City of Ottawa could lead the world in launching a pilot project whereby the municipality of Ottawa would create "usury-free" bonds as a local currency and agree to accept them as a portion of payment for municipal taxes.

My only response have been from Mayor Bob Chiarelli www.cyberclass.net/chiarelliresponse.htm and Councillor Rainer Bloess www.cyberclass.net/rainer.htm My next follow-up email was scheduled for September 30, 2001 BUT a significant development in Argentia prompts this earlier email.

I have learned that the province of Buenos Aires in Argentina has just printed and released into circulation a new local bond currency which will be accepted as payment for municipal taxes and by local businesses.

Though this local bond currency is not the ideal as it bears a 7% "usury" fee, it is definitely showing us the way.

This latest action by the Argentine provinces is bold and daring indeed. I have been writing to the

municipal government officials here in Ottawa, Ontario since 1988 suggesting that the Ottawa municipal

government implement a pilot project whereby the municipality would create a "usury-free," local currency.

It is unfortunate that the present Ottawa City Council has not taken action because they have had every opportunity to do so. I raised the issue during the 2000 election campaign and at an all candidates meeting in Orleans, Mayor Bob Chiarelli promised to meet with myself and John C. "The Engineer" Turmel as soon as possible after the election to discuss the concept of the municipality creating its own "usury-free" currency. As of this date, August 27th, 2001 I have not been contacted about such a meeting.

Too bad, 'cause Ottawa could have been first, now the province of Buenos Aires in Argentina has taken the lead. But Ottawa still could be the first municipal government to take a similar action and make it even better by printing "usury-free" municipal bonds. The Ottawa municipal government and any other municipal or provincial or state government in the world can beat a path to door of the Buenos Aries province in Argentina asking what are you doing and how are you doing it?
