Proposal To Registered Fringe Political Parties in Canada

The Cyberclass Network is exploring creative ways to work in co-operation with one or more fringe political parties which have been granted official registered status because they fielded more than 50 candidates in the federal election of  November 27th, 2000. The criteria required to ensure that any co-operative plan that The Cyberclass Network might suggest will work is that any officially registered fringe political parties which may choose to co-operate with The Cyberclass Network will openly support these two policies:

1. the abolition of usury
2. the abolition of income taxes

It is curious indeed that the one political party which has come forth to endorse (1) the abolition of usury and (2) the abolition of income taxes as potential policies worthy of support is the Libertarian Party of Canada which currently does not have official registered status. Jean-Serge: Brisson, leader of the Libertarian Party of Canada has already indicated that The Libertarian Party of Canada is willing to co-sponsor seminars and/or workshops with TCN (The Cyberclass Network). However, since the Libertarian Party of Canada does not have official registered status TCN is exploring other possibilities whereby other officialy registered political parties may choose to work with the TCN and the Libertarian Party of Canada

In a note of honour, the Libertarian Party of Canada is the first political party (though unregistered) to support the concept of a "usury-free" community currency by opening an account with the Ottawa LETS - which uses a "usury-free" community currency called ecodollars.

One member of the Libertarian Party of Canada recently raised the issue that "tax credits" for political donations ought to be abolished also. I pointed out that indeed such a policy could be the third item to be added to TCN's "abolition" list when the Libertarian Party of Canada is elected as the government BUT in the meantime we are engaged in an "Information War."

When one is at war one must be willing to use the same bullets as the enemy if one wants a fair chance at winning the war. In this case, I refer to "tax credits" as bullets. If we are to re-educate the masses we need to find creative ways to finance our mission in pursuit of "truth." Using the bullet of "tax credits" improves our chances of financing the re-education process. It is my conviction that many taxpayers will donate the minimum $200 for the maximum allowable tax credit of $150 - just to starve the beast that is devouring us.

Examine the track record of the mainstream political parties who made the Political Contributions and Corresponding Tax Credits rules for their advantage. I have posted the information about Political Contributions and Corresponding Tax Credits so that readers are familiar with the Contributions and Corresponding Tax Credits available to the contributor (donor).

For example, I am considering the possibility of a TCN (The Cyberclass Network) membership whereby any member who donates a minimum of $200 to a registered political party (which establishes a working partnership with TCN) would earn free admission to any regular TCN sponsored event from January 1, 2001 until December 31, 2001. Using the chart, let us explore some examples. Let's assume that an "Untax" supporter contributes $200 to a registered political party which has agreed to endorse (1) the abolition of usury and (2) the abolition of income taxes. That person qualifies for a tax credit of $150 - if s/he is still filing a federal income tax return. If a donor contributes $1075 to a registered political party that person qualifies for a $500 tax credit.

It is also my understanding that any registered political party can determine how to use any funds contributed by party members and/or supporters. If this is the case, I am assuming that a registered political party could pay a commission to TCN (The Cyberclass Network) for raising funds. Let's say that TCN asks for a 20% commission from the registered political party for soliciting funds on their behalf from TCN supporters. That would earn $40 for TCN for each $200 contribution. TCN could then use these earned commissions to further the research and re-education process for the "Untax/Detax/Refusetax" movement.

I would also propose to make an arrangement whereby any respective local riding association of any officially registered political party commits a portion of any raised funds to the research and support of those "Untax/Detax/Refusetax" persons who are on the frontline with CCRA challenges and/or other similar challenges re: the Bank Act - which are intent on fettering out the "truth." I am entertaining the idea of having TCN co-host fundraising dinner meetings with one or more officially registered political parties at $100 a plate. For a couple, the cost would be $25 a meal after the tax credit of $150 is granted to the contributor. If we could get a popular guest speaker we could raise the price to $200 a plate.

Other ideas for co-operative and creative fundraising are welcomed. There are limitless possibilities to work with officially registered charities and gain much recognition and public support.

The key question now is: "Which registered political party is most likely to come forth first with a proposal to negotiate a plan whereby we can explore the above-mentioned possibilities?" Perhaps none will understand that "usury and income taxes" are intricately tied together in the greatest swindle ever foisted on mankind. Perhaps ego will get in the way as is often the case in mainstream politics as we noticed when Joe Clark was not willing to work with Stockwell Day to unite the right before the federal election.

Most likely to give fair consideration to the above-mentioned proposal are these fringe political parties:

(a) The Marijuana Party since they are likely to be libertarian thinkers and open to strengthening their cause by adding the abolition of usury and income taxes to their abolition of marijuana laws.

(b) The Canada Action Party - if they can re-educate themselves about the design flaw of usury and openly endorse the abolition of usury and taxes instead of settling for charging a little bit of usury.

(c) The Natural Law Party which ought to openly endorse the abolition of usury as it is an "unnatural" flaw of our orthodox economic system. The Natural Law Party has an account with the Ottawa LETS which uses a "usury-free" community currency called ecodollars.

(d) The Green Party which likewise ought to endorse the abolition of usury since they already are promoting the LETS software for local communities. It seems that many Green Party candidates and/or members have not yet realized that the LETS software can be utilized at the federal level of politics.

(e) The Communist Party and The Marxist-Leninist Party both ought to be open to abolishing usury.

One wonders if The Bloc-Quebecois would advocate the abolition of usury and income taxes as a last ditch effort to redeem sufficient numbers to become a free and sovereign nation? One never expects the other four mainstream political parties, The Liberal Party, The Progressive Conservative Party, The Alliance Party and The New Democratic Party to advocate the abolition of usury and taxes as they are too system oriented and very dependent upon bankers and the financial elites for their ongoing contributions.

The first officially registered fringe, political party to contact The Cyberclass Network with a response to negotiate a creative, co-operative fund-raising plan will be invited to meet with myself and the leader of the Libertarian Party of Canada and the leader of the Abolitionist Party of Canada to discuss possibilities.

Introduction
Financial Contributors to the Canadian Action Party have the legal right to control how the Party spends those contributed funds. Contributors may direct which particular political activity they want to register as their own personal priority. These choices may legally include activities which result in direct personal benefits for the Contributors. The political contribution tax credit was deliberately created to encourage more people to contribute to the Party of their choice. The Canadian Action Party will respect and facilitate the enjoyment of the lawful choices of Canadian Contributors.

The Canadian Action Party will empower Canadian taxpayers to make a material difference by taking direct control over some of their own taxes. Minimal units of political organization through a registered Party are legal. Therefore, individuals and small groups can take advantage of the CAPCC. A wide variety of potential Contributors' choices may be implemented according to Contributors' comprehension of their legal rights and their motivation to choose to enjoy their political liberty.

These arrangements are political contracts, similar to commercial contracts, except that they take place in the political market place rather than the ordinary commercial market place. The CAPCC makes political contracts to register activities that express political purposes. Allowing for the political nature of this situation, it is analogous to the contracts common in the commercial world. The Contributors are the principals in the relationship with Agents, according to the CAPCC. Contributors can cast "dollar votes"

It is not necessary that Contributors to the Party be members of the Party. Contributors do not have to agree with all Canadian Action Party policies. If Contributors contribute $100 or less, then they can remain anonymous and the information kept confidential, but if they have contributed more than $100, then that will be made public. Registered political activity is public.

The tax incentive for Contributors varies with the tax year cycle. It is best for Contributors to contribute later in the tax year. The greatest interest in making contributions would naturally be near the end of the year.

Choices Between Elections
The main jobs of registered Agents are to inform taxpayers about their legal rights to participate, and to complete all of the necessary paperwork in order to register the political activities and gain the tax credit benefit.

Education: Canadian Action Party Scholarships
Contributors may nominate a particular person, including family members or friends, or themselves, to receive their Canadian Action Party Scholarships.

Canadian Action Party Scholarships require that Contributors give money to Agents, with the direction that the Agents will pay tuition fees by cheque directly to a post-secondary educational institution, for the students nominated by the Contributors. Contributors receive an official receipt from Agents, which the Contributors attach to their annual income tax forms in order to lawfully claim their tax credit.

Agents record both the student numbers and the social insurance numbers of the students that got the Scholarships, to make sure their cheques went to the right place, and that they will be able to complete the T-4 tax forms.

Students may know who were the Contributors. Students may materially appreciate being beneficiaries of Canadian Action Party Scholarships, and return more material appreciation to Contributors. There is nothing to stop anyone from openly receiving a gift of cash in order to have the money to contribute. The spirit of the gift may preserve itself in the creation of more Canadian Action Party Scholarships, whose benefits reverberate in future.

Child Care
The principles which apply to post-secondary education apply to child care. Private elementary and secondary schools which charged fees may benefit from CAPCC. Public schools, with their associated support groups, could take advantage of the CAPCC to raise funds. The CAPCC is flexible and adaptable to the Contributors, depending on the circumstances.

Community Projects: Job Creation
Any fund raising group in Canada with a bona fide political purposes can work in close co-operation with the Canadian Action Party to fund activities which represent an expression of those political purposes.

The CAPCC gives the Canadian Action Party the power of a fund raising colossus. The political contribution tax credit is greatest tax incentive for fund raising amounts of contributions within the optimum tax credit range, i.e. amounts of $100 gain a 75% tax credit, and amounts of up to $1075 give up to $500. Directed gifts is an enormous potential area because it makes it very attractive, from a tax perspective, for persons who are interested in helping non-profit organizations, to put their contributions through the Canadian Action Party.

By means of the CAPCC, unregistered organizations' fund raising can go from having no tax benefit assistance, to having the political tax credit.

The political purposes expressed in directed gifts through a political Party are both the stated objects of the nonprofit organizations, and to protest that political parties have a greater tax subsidy than any other group.

Contributors should be aware of the tax planning aspects that they can not get "double deductions" for both their contribution to the Party, and the Party's contribution to the other organization. If the Party actually pays, the Party has the right to the deduction, not the Contributors. This rule against "double deductions" naturally applies in all contexts using the CAPCC.

The Canadian Action Party Agent can direct block grants to other persons, who become the employer. Eg. if there was a group of people working on a project, say, such as the preservation and enhancement of a local park, then they can organize to all contribute to the Canadian Action Party with the understanding that the Party is going to give the lion's share of those contributions to that group's organization.

The first registered fringe political party leader to meet with The Cyberclass Network was Marc-Boris St. Maurice, leader of The Marijuana Party of Canada who came to Ottawa on Friday, December 15, 2000.

Marc-Boris St. Maurice met with myself, John C. Turmel, leader of the Abolitionist Party of Canada, Raymond Turmel, Marijuana Party candidate for the riding of Ottawa-Vanier and Sotos Petrides, Marijuana Party candidate for the riding of Ottawa-West Nepean. John C. Turmel outlined some very creative concepts which can be utilized by any political party to maximize the benefits of the "tax credit" as defined by the Elections Act. After much discussion, Marc-Boris St. Maurice, Raymond Turmel and Sotos Petrides understood the strategies and agreed that the Marijuana Party of Canada would take the lead by authorizing a local riding association to build the model so that other riding associations could copy it. The next step is to create a local riding association for The Marijuana Party of Canada and then open a bank account and solicit donations from businesses and individuals.

In the meantime, John C. Turmel has explained that there is no secret patent on these creative ideas and that all political parties should likewise be invited to adopt the model.

It has occurred to me that some "fringe" political parties recognizing the benefits of implementing these creative tax credit, fund raising mechanisms may want to make a coalition to increase their chances of winning in the next federal election. I am inviting readers to ponder a Coalition Party which could have a "Libertarian Wing," a "Pro-Christian Wing" "Free Trade Wing," an "Environmental Wing," a "Green" Wing, a "Nousury Wing," a Pot Wing" and wings for whatever other policies are important for a particular political party. The Coalition Party could build the database of members who will be participating in exchanges by trading with a "usury-free" currency while the respective members could still promote their selected agendas.

I am suggesting that even if the various "fringe" political parties were too caught up in "egos" to make a coalition, there still would be great advantages to building their respective databases and agreeing to accept each other's "usury-free" currency at par. It is the "usury-free" currency which really optimizes the tax credit, fund raising mechanism.
