GENERIC TERMS OF REFERENCE

HYDROGEOLOGICAL STUDY

 MINIMUM QUALIFICATION/CERTIFICATION REQUIREMENTS

As a minimum, the Consultant must possess the expertise required to provide the deliverables of this project. Where there are requirements for experience "on projects of similar nature," the specific expertise required must be demonstrated by work actually having been performed on a project. Larger and more complex projects are acceptable as long as the type of work performed on such a project is equivalent in nature to that required on this project. The Municipality at its sole discretion shall judge whether the work experience identified is equivalent in nature to that required on this project. Three projects "of similar nature" are sufficient to demonstrate the experience requirement. The Project Manager shall hold or retain the services of a licensed Professional Engineer holding a valid Certificate of Authorization from the Professional Engineers Ontario, and is required to affix his/her Seal to the report.

 QUALIFICATION OF KEY INDIVIDUAL

Key individual identified as responsible for Overall Project Management shall have a minimum of 10 years:

  1. Proven ability to manage projects of similar nature to deliver completed quality work on time and within budget;
  2. Proven ability to coordinate a multi-disciplinary team for field investigations on projects of similar size and nature; and,
  3. Proven ability to work cooperatively and effectively with a wide variety of interests/ authorities including public, various levels of government, utility companies and special interest groups as demonstrated on projects of similar size and nature.

Key individual identified as responsible for Field Investigation Specialty shall have:

(i) Proven successful experience in hydrogeological investigations, soils identification, sampling, and testing on similar projects.

    1. Proven successful experience in water sampling.
    2. Proven successful experience in rock coring and sampling of undisturbed soils and the installation of water monitoring devices

Key individual(s) assigned as responsible for the Quality Control specialty shall have:

  1. Qualifications and experience in or with key specialty area to fulfill the requirements of the auditing function.
  2. No involvement in the areas being audited
  3. Sufficient authority to impact the performance of the service and enable a successful implementation of the plan.

 PROPOSED MANAGEMENT PLAN

The Proposed Management Plan for Hydrogeological Services shall include the following:

(a) Organizational chart for the project clearly addressing the individuals, including subcontractors responsible for the following activities and a description of their reporting relationships:

(b) List of all key staff (including their resumes and related work experience) to be deployed on the Project along with their assignment and reporting relationships.

PUBLIC CONSULTATION

QUALITY CONTROL PLAN

The QC Plan shall outline the consultants approach to quality control. The plan is to be organized into the following sections:

(a) State the Proponents policy on quality control of its work and identify the milestones at which quality reviews will be conducted and minutes taken.

(b) A description of the Proponent's schedule including Milestone events and key activities.


MINIMUM QUALITY CONTROL PROCESS REQUIREMENTS

A Professional Engineer licensed to practice in Ontario must seal all engineering products including drawings and reports. The consultant shall hold or retain the services of a licensed Professional Engineer holding a valid Certificate of Authorization from the Professional Engineers Ontario, whose role will include, but not necessarily be limited to, the assumption of professional liability for the services and deliverables to be provided by the consultant.

The Consultant will be fully responsible for the quality of all Hydrogeological Engineering Services.


INSURANCE REQUIREMENTS

    1. Professional Liability in an amount not less than $1,000,000 per claim and in the aggregate.
    2. Comprehensive/Commercial General Liability in an amount of $2,000,000 per occurrence.
