Message to the Voters of Russell Township

If anyone has ideas on how we can ensure that Jean-Serge :Brisson wins a seat on the Council for Russell Township please share such strategies. Jean-Serge was only 200 votes short of winning a seat on the Council for Russell Township in 1997. A victory for Jean-Serge: Brisson on November 13, 2000 while he is serving time in Maximum Security in "debtor's prison" would be timely indeed....

Good evening Ladies and Gentlemen:

My name is Tom-Joseph: Kennedy - otherwise known as "Tommy-No: Usury. Jean-Serge :Brisson has asked me to make this statement on his behalf. Jean-Serge apologizes for not being present this evening. Jean-Serge is being held in "debtor's prison" on Innes Rd. in Ottawa, Ontario.

These are Jean-Serge :Brisson's words:

"Last Thursday, November 2, 2000 at the campaign meeting in Embrun a fellow citizen who had sat on council in the past told me that people would like to have me on council BUT that because I have too many issues on my plate I might not be able to give my full attention to municipal business.

I am glad that this person related this to me for it gives me a perspective on what the people of Russel Township are concerned about when they mark their ballot for a person like myself who has been well known for always taking a stand for "truth." The way I have been known to stand up for all honourable issues is exactly the way that I will stand up for any issues put before me in municipal government. I am fully capable of giving my full attention to municipal business for the next three years.

Over the years I have proudly built a reputation of being strong-willed in defense of truth and honour when I am not happy with any law that is perceived to be unfair. If any voters had any doubt previously about how I conduct myself in the pursuit of truth, honour, and justice you now know how far I will go to get to the bottom of an issue. I want the voters to know that I am currently taking a stand for justice under a principle - and I did not take an oath to do this.

One issue that I will address as a member of council will be to fully explore how an "interest-free" community currrency can be implemented within Russell Township in a manner similar to what has been in operation at Ithaca, New York since 1991 and in Toronto, Ontario since 1998. I will compile and present a full report to Council on how the community of Russell Township can lead the way in Eastern Ontario by establishing "community currency" using the LETS software to facilitate transactions among individuals, businesses and local government. Implementing a pilot project with "community currency" might offer a partial solution to the one-third of the budget that is currently being directed to the United counties of Prescott-Russell for road repair.

When you vote for me, even though I will be in prison on Novemeber 13th you will be sending a message to the people in authority that what is important in the 21st Century in Russell Township is that politicians who are willing to stand up for "truth and honour" will be elected to public office. I anticipate being paroled early for good behaviour. I can apply for parole after serving 30 days. I expect to be out and ready to work with the new council when we take our oath to serve you for the next three years.

To ensure that I am one of the four councillors elected to Russell Township Council I am asking that you consider casting one vote for Jean-Serge :Brisson on Monday, Novemeber 13th. Please share this message with your family, friends and neighbours."

Details about where Jean-Serge: Brisson is and why he is there ......


Justice of the Peace, Jolicoeur (from Ottawa) was presiding at the court house in L'Orignal, Ontario on Friday, November 3, 2000 where he sentenced Jean-Serge to prison for 105 days for not wearing his seatbelt. A bureaucrat in the Ontario government made a decision in the early 1990's to suspend Jean-Serge: Brisson's driver's licence because he refused on principle to pay a fine for not wearing his seatbelt. Subsequently, Jean-Serge has been ticketed by the police for driving while under suspension. He was summoned to court on Friday, November 3, 2000.

Justice of the Peace, Jolicoeur refused to hear Jean-Serge's evidence re: a constitutional challenge to the seat belt law saying "la loi est la loi" and sent Jean-Serge off to "debtor's prison" because he refused to pay the fines.

Even though Jean-Serge requested time to prepare an Appeal Justice of the Peace, Jolicoeur refused to grant any time saying that Jean-Serge could work on his Appeal while he was in jail. There are no law library resources at the jail.

I visited Jean-Serge at the Ottawa Detention Centre on Innes Rd. in Ottawa on Saturday, November 4th where Jean-Serge explained that he had begun a hunger strike when he was sent to prison on Friday morning to bring attention to the matters of injustice foisted upon him by the courts over the years and especially by Justice of the Peace, Jolicoeur on Friday, November 3, 2000. In a brief telephone conversation with Jean-Serge on Monday, November 6th he told me that he was being sent to the "hole" for being on a hunger strike.

Jean-Serge asked me to make it clear to his potential constituents that his current jail sentence is all about the provincial government extracting money from citizens with no respect for common law and the truth as evidenced by what has happened to him over the years and again at the court house in L'Orignal, Ontario, on Friday, November 3, 2000. Jean-Serge explained that he is now a prisoner in a "debtors prison" on Innes Rd. in Ottawa, Ontario, Canada.
