A point about the pig farm and it has been hinted at in what I read. The pattern that has been used in this area is get a "local" to get the permissions and then once the necessary hoops are jumped through they get bought out and make a lot of money. It happened with the dump in Richmond, and with the Selby Quarry expansion (which was objected to at the same OMB hearing mentioned above).
