Dear Mr. Grieve:

I am in receipt of my Statement of Earnings dated April 20, 2000. I had expected the OCDSB to honour my request dated April 13, 2000 wherein I instructed the Board to immediately cease withholding income tax from my monthly pay cheque. The OCDSB did NOT honour my request, nor has the OCDSB forwarded a clarification that indeed they intend to honour my request.

Since the action of altering my revised TD1 Form is forbidden by law, I am giving you fair notice with this communication that I am already in the process of preparing a Statement of Claim which will be filed by myself, against the Minister of National Revenue, Her Majesty the Queen and any and all members of the Ottawa-Carleton District School Board who are party to such attempt to collect "income taxes" by way of withholding my earnings from my pay cheque with respect to the information filed on my revised TD 1 Form which was submitted by hand to the Board at 11:59 AM on Thursday, April 13, 2000.

I have aligned myself with International Humanity House which has acted to force Canada's Parliament to do what it must to have *ALL* understand and act on their right and duty as per the Tax Refusal's Proclamation: "All have a lawful right and duty to refuse to support or assist any society participating in plans and preparations involving the will and capacity to commit mass murder."

Since all persons who will be named in the Statement of Claim are ignoring the lawful and unassailable right, and concurrent and unavoidable duty, in keeping with the principles espoused at the Trials and Judgements in Nuremberg following the second World War, and confirmed by Decision T2020-88 of the Federal Court of Canada - Trial Division on December 12, 1988 wherein at a trial that court was charged with *Contempt of Court* for evading and otherwise shirking its duty to address the criminal guilt attaching to Canada's involvement in the nuclear arms race I will likewise have charges of   "Criminal Harassment for Criminal Purposes" laid against each person named in the Statement of Claim.

This communication is a courtesy to inform you to take full and lawful notice of this directive and understand that the Statement of Claim will be filed with the Superior Court during the second week of May 2000 if the OCDSB withholds income taxes from my Statement of Earnings dated May 5, 2000.
