Greetings Untax Group,
Just a brief note letting everyone know that the Public Servant's Questionaire (PSQ) is an extremely powerful tool when dealing with members of the Winkler Manitoba police department.
Tuesday just before midnight, I was pulled over after being tailed 3 times by the same cruiser within a 20 minutes time frame. The officer looked like a young new recruit wanting to make a name for himself in this small community's police force. (My wife and I had an interesting encounter with 2 other members of the same force last summer regarding traveling without a driver's license and valid vehicle registeration. Still haven't paid the $1300 in fines.) When asked for the vehicle registration and driver's license (which is expired) I simply handed him a PSQ and told him I'd be glad answer all his questions when he returned the completed form and shut up. After studying the form, (the silence was deadly for about 2 minutes) which he accepted without hesitation, he tells me he doesn't have the time to fill it out and still needs to see the requested documents. I made no move to produce these. Instead, I repeated my request and shut up again. (A strong closing technique I learned in sales. He who speaks first in a closing situation is the loser.) Realizing he doesn't know what to do, he tells me to wait and he returns to his car to consult with his superiors I presumed.
5 minutes later he returns to my "driver's" side window and says: "Like I said, I don't have time to fill out the form. I ran a check on the vehicle plates and it checks out. (The van I've been using for 4 months now belongs to my sister-in-law and is registered) I'm satisfied you haven't been drinking and driving. You are free to go."
My response: "Thank you. And you have a good night to, sir." I rolled up the window and went home.
This is the second time I know of where a PSQ has been used successfully by different people when dealing with the Winkler town police. I have included a PSQ as an attachment with this post for everyone to download and make copies of. As you know, it's better to have it and not need it than it is to need it and not have it. There is a front and back that should be photocopied or printed on the same piece of paper rather than on seperate sheets. For those who can't print the attachment, send me your fax number and I'll fax it to you.
