Greetings Mayor Bob Chiarelli & Ottawa Councillors:

In emails dated November 30th, 2000, January 30th, 2001, March 30th, 2001, May 30th, 2001 and July 30th, 2001 and special email dated August 27th, 2001 I invited Mayor Bob Chiarelli and the Ottawa Councillors to explore how the City of Ottawa could take a leading role in furthering the concept of developing a 'usuryfree' community currency as a beta project.

My previous emails have prompted you to read "A Proposal To Limit Tax Increases While Improving Current Levels Of Municipal Government Services" <www.cyberclass.net/chiarelli.htm> and follow up with doing further research starting with a visit to the Barter/LETS Cyberclassroom <www.cyberclass.net/bartable.htm>. In addition, I have been reminding Mayor Bob Chiarelli that during the 2000 municipal election campaign he promised to meet with myself and John C. "The Engineer" Turmel to discuss how the City of Ottawa could lead the world in launching a beta project whereby the municipality of Ottawa would create "usury-free" bonds as a local currency and agree to accept them as a portion of payment for municipal taxes.

As of this date, September 30, 2001 this meeting has not been scheduled and the only councillor to respond positively to this proposal stating that he is looking forward to a meeting about LETS has been Councillor Rainer Bloess. Details at this URL: <www.cyberclass.net/rainer.htm>

Since September 11, 2001, <www.cyberclass.net/wtc.htm> the mainstream media has been bombarding us with bad news about tens of thousands of people being laid off from their jobs. Without a doubt we are heading into the worst economic crisis that we have experienced since the Great Depression of the 1930's where unemployment will increase to double-digit levels and where the events of the 21st Century will make the happening of the 1930's look like a Sunday picnic.

Throughout history, in times of crisis, chaos and uncertainty creative opportunists with a positive attitude are motivated to action as they study, evaluate and re-think what solution-oriented ideas the public-at-large needs and/or wants in desperate economic times. It is time to thrive and not just survive and we can thrive with 'usuryfree' community currency.

The LETS/Barter and Trading industry <www.cyberclass.net/bartable.htm> coupled with the SDI (Self Directed Income) industry <www.cyberclass.net/sditable.htm> are poised to to move into the mainstream with the multiple thousands of people who are being laid off from their 'jobs' looking for solutions. These newly 'unemployed' people are looking for ways to earn 'income' so they can pay their 'usury' on loans and taxes to the various levels of government. They are not finding sufficient 'usury-bearing' federal dollars during this deepening Depression, therefore they are choosing to travel less and stay-at-home more. These actions of choice support the SDI industry which advocates shopping-at-home and the LETS/Barter amd trading industry which promotes exchanges with community residents.

These people are ready and willing to adapt their skills and/or talents and/or learn new information from those of us who have acquired knowledge and experience with the LETS/Barter and Trading industry and/or with the SDI industry. In fact, these two blossoming industries are positioned to lead the way to prosperity, peace and plenty by 2020.

There is a definite movement to stop giving our money to support the 'usury' elite and to instead support our respective local entrepreneurs as explained by Jello Biafra <www.cyberclass.net/jello.htm> at the FTAA demonstrations in Quebec City in April 2001. <www.cyberclass.net/ftaareport.htm>

I encourage Mayor Bob Chiarelli and the Ottawa Councillors to seriously explore how 'usuryfree' community currency can be used in a beta project during 2002 to support local community. At least, I suggest that you create a committee to collect some research and explore the possibility. Though the provinces in Argentina <www.cyberclass.net/argentina.htm> were the first to introduce 'usuryfree' community currency on a grand scale because unemployment was at 16% let's introduce it in Ottawa before we reach such high levels of unemployment.
