Today, I have mailed registered letters to the Registrar General for Ontario as well as
the Minister of Health for Ontario in which I returned and revoked the birth certificates
and Health Card that were assigned (in legal fiction) to me. See both letters below. I
also sent each of them a copy of a tape "Secrets to Conquer Fear" by a Romanian
man, Joseph Tson. He explains
his view of sovereignty and redemption which, in the midst of Communist terror in Romania,
enabled him to conquer fear and made it impossible for the KGB to intimidate him. This is
a man who knows what he is talking about as he put it into practice in circumstances far
worse than ours!
I will mail a free copy of this tape (it can be freely reproduced) to anyone who simply
requests it and sends their mailing address.

Dear Mr. Sterling,
I am writing to revoke my applications for two false ONTARIO BIRTH CERTIFICATES,
to return these to your office and to give notice of cancellation of all
responsibility for the legal person described therein. When I applied for these
BIRTH CERTIFICATES, I was unaware of and uninformed as to the nature of the fraudulent
contract into which I had entered! I
did not know that the one identified by these certificates was NOT ME (a flesh and blood
man)! Rather, it was a fictional legal entity created by the government!
The Dictionary of Canadian Law states: "A legal person is anything to which the
law gives a legal or fictional existence or personality, with capacity for rights and
duties. The only legal person known to our law is the corporation - the body
corporate." But I am not a "thing", a "corporation", nor is my
existence or personality derived from the law!!!
More and more Canadians are learning that the government of this country has been bankrupt
for almost a century and is deeply indebted to The Bank of Canada, a PRIVATE INSTITUTION
owned and controlled by a few private bankers! Early in the last century, the
government began using birth registrations (pledging the lifelong earnings of registered
infants) as collateral against the national debt! Corporate government cannot pledge
what is not theirs. (Flesh and blood babies, created in the image of God are not theirs!)
So, by the process of birth registration, the government creates, in it's own image,
"legal persons" which are otherwise known as corporations ! Every time a live
birth is registered in this country, a legal person is created by government which is then
used as collateral against the national debt! We think we live in a "free
country"
but we were all, in fact, born into SLAVERY!
Black's Law Dictionary defines a "fictitious name" as follows: "A
counterfeit, alias, feigned or pretended name, differing in some essential particular from
his true name consisting of Christian name and patronymic, with the implication that it is
meant to deceive or mislead."
One might well ask,"In what essential particular does a "legal fiction"
name differ from ones' true name?"
-While names of flesh and blood men and women are always written first name first and in
upper and lower case letters, names of legal persons are written
last name first and/or in ALL CAPITALS !
-While a flesh and blood man or woman is comprised of a spirit, a soul and a body, a legal
person is comprised of a legal name, a legal number and a legal document.
-Flesh and blood men and woman are recognized by God and by other flesh and blood people.
But government bureaucrats do not recognize people! They only
recognize "legal persons" by legal names,legal numbers and legal
documents!
-My Creator has pledged to meet the needs of His creatures who place their trust in
and choose to serve Him. (Philippians 4:19 See scripture quotes below.) The
government, trying to usurp the place of God, has promised to meet the
needs of all its' creatures who place their trust in and
choose to serve it!
-Biblical revelation sets forth the Truth, the Way of redemption. Redemption is
deliverance from the fear of death. It is through fear of death that people are
always made subject to bondage! (Hebrews 2:14,15) But government registrations are
designed to deceive in order to instil fear of death in its' legal person subjects in
order to bring them into the bondage of debt!
Most Canadians have been deceived to believe that:
(1) without a birth certificate no child could lawfully receive an education!
(2) without a Social Insurance Number no one may lawfully work!
(3) without a driver's license no one may lawfully travel on a public highway in their own
vehicle!
(4) without a government Health Card, no one would have lawful access to health care
services!
(5) without a government Marriage License and a government licensed Marriage officer no
one could be lawfully married!
All of these beliefs are completely false, but most Canadians would literally FEAR FOR
THEIR LIVES if they did not have such identification! For this reason most Canadians
unknowingly assume responsibility for "the legal fiction" assigned to them WHICH
WAS CREATED FOR THE SPECIFIC PURPOSE OF BEING SURETY FOR A UNPAYABLE DEBT! In return
for supposed "security" most have been deceived into selling themselves into
perpetual slavery! I must confess that, until recently, it was fear which kept me from
writing this letter and returning this false identification to its source. But a man, who
lived under communist terror in Romania thirty years ago, has taught me his
"Secrets to Conquer Fear". See enclosed tape.
The Bible, which is the complete legal guide for all those created under the jurisdiction
of The Living God, clearly forbids me to be surety for the debts of others whether
friends or strangers! (See Proverbs 6:1-5; 11:15; 17:18; 20:16; 22:26,27;
27:13 and Romans 13:8.) That is the first reason why I am returning the
enclosed BIRTH CERTIFICATES - I can no longer accept
responsibility for this "legal person". Such was pledged, without my
knowledge or consent, as collateral against the national debt!
I am a flesh and blood man comprised of a spirit, a soul and a body. My name is
Wilfrid-Bruce:Woodford (written in upper and lower case letters and arranged first name
first and last name last.) Because I am made in the image of God, my Creator, I am under
His jurisdiction and must speak the truth. (Ephesians 4:24,25) That is the second reason
why I am returning
the enclosed BIRTH CERTIFICATES - I am not the one identified as "WOODFORD,
WILFRID BRUCE". "WOODFORD, WILFRID BRUCE" is a fictional (false)
"legal person" comprised of a legal name, a legal number
and a legal document.
Since every person which applies for an ONTARIO BIRTH CERTIFICATE is identified as a legal
person, and since your office refuses to issue such certificates in the true names of
flesh and blood men or women, (your office has denied my request for such a certificate),
it is evident that people, who refuse "legal fiction" identity, are not
eligible to receive such a government certificate acknowledging the birth of a flesh
and blood child!
Therefore, the third reason why I am returning the enclosed BIRTH CERTIFICATES is that I
am a flesh and blood man created in the image of God and an inhabitant of the geographical
area called the province of Ontario. I am NOT a legal person created in the
image of, nor a "resident of" ("an identified thing belonging
to") the corporation, THE PROVINCE OF ONTARIO.
Finally, scripture warns of those who "through covetousness and with feigned (false)
words shall make merchandise of you." (II Peter 2:3) Three other times in
scripture the practice of "making merchandise of people" is referred to. It is a
practice that is under the severe judgment of God! (Deuteronomy 24:7; Ezekiel 27:13 and
Revelation 18:13) On the very face of the BIRTH CERTIFICATE sent to me is the declaration
that it is a "CANADIAN BANK NOTE"! In transactions between private
banks and government agencies the persons of Canadian citizens are being bought and sold.
Therefore, my final reason for returning the BIRTH CERTIFICATES issued to me is that I
refuse to be identified as merchandise, i.e. human flesh which is inventoried, bought and
sold! In short, I am NOT a HUMAN RESOURCE to be DEVELOPED by CANADA!
It is for the above stated reasons that I hereby revoke the assumption that I had
accepted responsibility for the legal person "WOODFORD, WILFRID BRUCE" and I
hereby renounce all association with and supposed "benefits" promised to the
legal person identified by these BIRTH CERTIFICATES.
If you have factual evidence that any claim or claims which I have made above are
untrue, you have 30 days from the date this registered letter is received from Canada
Post to send such evidence to me in writing. If no such factual evidence is
received within that time, the rules of tacit consent apply and your agreement with all
the statements made in this letter will thereby be acknowledged.

I am writing to revoke my application for Ontario Health coverage and to give notice of

I am writing to thank you for your letter of August 8th, 2001 in response to my
letter of July 18th in which I revoked and returned the two false ONTARIO BIRTH
CERTIFICATES which had been issued to me.
As you concluded your letter you expressed your regret that you were unable to assist me
any further. But your very acknowledgement of that fact and your inability to refute
any of the statements I made in my letter to you have, in fact, been of real assistance to
me!
I stated a number of facts in my letter and gave you 30 days in which to refute anything
which was in error. According to the rules of tacit consent, you have
acknowledged your agreement with all the followingstatements:

Mr. Sterling, please let me reiterate a couple of simple truths:
(1)If the said "birth certificate" was really mine, I would not have to make
application or pay a fee for it, would I?? The very fact that applications must be
made and fees paid for such is proof positive that such documents are the property of
corporate government which creates the legal fictions thus identified!
(2)While the Registrar General's office may be in possession of the "birth
certificates" of LEGAL PERSONS created by corporate government, there is not a
government bureaucrat in that office who could identify me a flesh and blood man if I were
in their very presence! Since they do not know me, could not recognize me, nor could
they introduce me to any other man or woman, IT WOULD BE UTTER
FOOLISHNESS FOR ME TO THINK THAT THEY COULD PROVIDE VALID
DOCUMENTATION TO VERIFY THAT I AM WHO I SAY I AM!!!!
The only ones who are qualified to vouch that I am who I say I am are: (1) my Creator,
(2)myself and (3)other flesh and blood people who know me! Since, under Canadian
law, one is innocent until proven guilty, I am under no obligation to prove that I am who
I say I am. Rather the onus is on people who may call my given name in question to
prove that I am NOT who I
say I am!
The office of the Registrar General is only capable of providing series of numbers which
identify fictional legal entities! Since I am not a legal fiction I have no need of
the services of this office!
Thank you for your assistance and confirmation of these matters which will benefit many
men and women across Canada and in the United States with whom I have been sharing my
correspondence with various government agencies.
